when you say "no heat sink and fan" what you actually mean is standard Intel heat sink and fan.
and if you're not planning on overclocking then the intel one is perfectly fine for your needs.

If you will be doing graphic design work on this rig get the i7.
The standard heat sink should be fine.
The MB does not support SLI like the Scan bundle description claims. It does support Crossfire.

not too bothered about sli or anything like that atm just want a comp that doesnt need ice on the cpu to work:P but yeah was gonna go for i7 8 gig ram no fan and then at a later stage get a heat sink and some more ram also anyone know if my psu will work its just a cheap genric one i bought its a 650 watt

A generic PSU should be fine but one can never be sure. You should find its make and model and google it if you are concerned.
